2008 Sailing Instructions and Racing Schedule 

1. RULES

1.1 Races to which these instructions apply will be governed by the rules as defined in the Racing Rules of Sailing 2005 – 2008 (RRS) and the prescriptions of the Canadian Yachting Association 

1.2 These sailing instructions apply to races or series of races to be sailed as defined on the Race Schedule where no special instructions are required. The host club will provide instructions for those races or series of races where special instructions are indicated on the Race Schedule. 

2. SAFETY

2.1 The safety of a boat and her crew is the sole and inescapable responsibility of the owner, or owner's representative who must do their best to ensure that the boat is fully found, seaworthy and manned by an experienced crew who are physically fit to face all weather conditions. They must be satisfied as to the soundness of the hull, spars, rigging, sails and all gear. They must review the applicable rules, applicable Offshore Racing Council Rules, laws, and other regulations to be certain of compliance, as rules and regulations are often revised.

2.2 They must ensure that all safety equipment is properly maintained and stowed, and that the crew knows where it is kept and how it is to be used.

 2.3 All boats must be in compliance with the regulations outlined in the Safe Boating Guide published by Fisheries and Oceans Canada / Coast Guard. 

3 ELIGIBILITY AND ENTRY

3.1 Members of the PEYC are eligible for the lnterclub Races, their respective club races, and certain other races by invitation as per the Race Schedule. Others may become eligible by prior arrangement with the Fleet Captain.

3.2 All entrants must register Boat Name, Type, and Sail Number with the Race Committee or Fleet Captain prior to their first race of the season. and submit a valid measurement or handicap certificate. UNREGISTERED BOATS AND BOATS WITHOUT A VALID CERTIFICATE SHALL NOT BE SCORED.

3.3 All Boats must declare their class designation prior to the beginning of each series. No boat may change divisions after a series starts.

3.4 Each boat shall report boat name and sail number by hailing  to the Committee Boat prior to the start sequence for the first race of the day. Failure to do so may result in not being scored.

4 CERTIFICATES AND RATINGS

4.1 In order to be scored. all competitors racing in PHRF Fleets are required to have a valid or pending application for a PHRF-LO Certificate filed with the Club scorer before racing.  BOATS WITHOUT A VALID OR PENDING PHRF-LO CERTIFICATE WILL NOT BE SCORED IN PHRF FLEETS.

5. REGISTRATION AND FEES

5.1 Registration for the Waupous, Linn Hayes, Around Alone, Isis, Golden, Loyalist and will be held at 0900 hours on the day of the race, on the front porch of the club house.

5.2  Registration Fee, Members $10.00, Non-Members $15.00 for each Series.

6 NOTICES TO COMPETITORS

6.1 Notices to competitors will be posted on the official notice boards located at the front foyer of Prince Edward Yacht Club.

7 CHANGES TO THE SAILING INSTRUCTIONS

7.1 Any changes or addendum's to these Sailing Instructions will be posted at the PEYC clubhouse two hours before the first warning signal on the day they take effect.

8  SIGNALS MADE ASHORE

8.1 Signals made ashore will be displayed at the club’s flagpole.

8.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in the race signal AP.

8.3 When flag Y is displayed ashore, rule 40.1 applies at all times while afloat.  This changes the Part 4 preamble of the RRS.

9  SCHEDULE OF RACES

9.1 Racing is scheduled  as per the Race Schedule (Attachment A).

9.2 These sailing instructions apply to races and series as listed on the schedule defined on the Race Schedule (Attachment A) where no special instructions are listed. These sailing instructions are the “default” sailing instructions where no special instructions are required.

10 CLASS FLAGS

      10.1 The Class flags for all series

10.2 Class flags shall be prominently displayed from the backstay. The flag shall be at least 8” x 12”.

11 RACING AREA

11.1 Starting Area for June and July Wednesday Night Series Golden Series Saturday Race and Lin Hayes Bang and Go Back will be in Picton Bay.

11.2 Starting Area for Waupous, Around Alone, Wednesday Night August series, Loyalist, will be the vicinity of  McFarland Park Dock.

12 SKIPPERS MEETING

12.1 A Skippers Meeting will be held at 0930 hours at the PEYC front porch for the Waupous, Lin Hayes, Around Alone, Isis, and Loyalist.

12.2 There will be no Skippers Meeting for the Wednesday night series in June, July and August.

13 THE COURSES

13.1 Attachment B gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Waupous Race.

13.2 Attachment C gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Lin Hayes Memorial Race.

13.3 Attachment D gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Around Alone Race.

13.4 Attachment E gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Isis Race.

13.5 Attachment F  gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Golden Race.

13.6 Attachment G  gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Loyalist Race.

13.7 Attachment H gives the courses, the order in which the marks are to be passed and the side on which the each mark is to be left for the Bang and Go Back Race.

13.8 The Diagrams in Attachment I show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left for Wednesday Evening Races.

15 THE START

15.1 All races will be started using rule 26 with the warning signal given 5 minutes before the starting signal.

15.2 The starting line will be between a staff displaying an orange flag on the signal boat and the port-end starting mark.

15.3 The 420's will start 5 minutes after the main fleet in the Summer and End of Summer Wednesday Night Races.

16 THE FINISH

16.1 The finish line will be between a staff displaying an orange flag on the signal boat and the nearby finish mark.

16.2  Boats that have finished shall keep clear of any boat still racing.

16.3 If the Committee Boat is not on station, boats will cross an imaginary finish line perpendicular to the last leg within 50 yards of the mark, perpendicular to the last leg and left leaving the mark to port. They shall report their time to the Club scorer upon docking, or no later than noon the next day. This instruction changes RRS 34

18 PROTESTS AND REQUESTS FOR REDRESS

18.1 Protests shall comply with RRS 61. All protests shall be held the following Tuesday at 1930 hours at the PEYC, unless changed to a mutually agreeable time and place. Protests shall be delivered to the PEYC Protest Chairman, Fleet Captain or Race Committee (R/C) for the course on which the protesting boat was racing, within two (2) hours of the R/C Boat leaving the finishing station, as recorded by the R/C, for the last race of that day.

18.2 A boat may not protest another boat for allegedly breaking RRS 75.2 with respect to ISAF regulation 21.1(b). This changes RRS 60.1(a).

19 SCORING

19.1 The Low Point scoring system of appendix A will apply. Attachment A shows the number of races counted per Series. Abandoned races count as throw-outs.

19.2 PHRF “Time-On-Time” handicapping system will apply to pertinent classes.

20  PEYC BOAT OF THE YEAR

There will be one trophy awarded to the boat with the highest accumulated score from eight of the following Waupous, Lin Hayes. June, July and August Wednesday Night, Mowat, Around Alone, Isis, Golden Katie Grey, and Loyalist. Only first, second and third place finishes in each division (in the overall placement in a series) will be counted towards the overall Championship (3.5 points for the first, 2 points for second and 1 point for third).

21 SAFETY REGULATIONS

 A boat that retires from a race shall notify the Race Committee as soon as possible.

22 RADIO COMMUNICATIONS

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones

23 PRIZES

Prizes will be given for the first three positions.

24 INSURANCE

Each participating boat shall be insured with valid third-party liability insurance.
